Fair Balance

The requirement that a promotional piece give risk information roughly the same weight as benefit claims.

The requirement that a promotional piece present risk information with comparable prominence, duration, and clarity to the benefit claims next to it. Presence alone doesn't satisfy it: a safety statement that's technically on screen but too brief or too small to register isn't fair balance.

It's one of the most common reasons an asset stalls in MLR review, almost always a proportion problem rather than a missing-content problem. For the full explanation, including how this plays out differently across video, print, and interactive formats: What is fair balance in pharma promotion?
